Background
Generally, the OSH condition in Indonesia has not improved significantly. It seems with the high accident cases that occur each year, which averaged nearly more than 90,000 cases of occupational injuries with workers who died more than 2,500 people a year. Even the ILO predicts that the number are 4 times more from official data that provided by the government through the PT Jamsostek and the Ministry of Manpower.
As it has already become common knowledge that constraint problems of OSH is inseparable from the State policy that is less protecting workers on the job, no sanctions are given to companies that violated and weak oversight and coordination among the relevant govermnet agencies, always beceome anually issue. By the Government, this condition is only addressed by doing instead of National OSH Month each year by doing a “zero accident race” and the placement of banners-banners that writed down “Safety First”. Without any program that attempts to touch concretely working conditions improvement. On the other hand, the Company do not made the workers as an asset or companies investment that must be protected. Most Company implement HSE at work merely to qualify for prescribed brands or consumers and for security in the production process is limited to securing their product, not for their workers.
Above conditions can’t be ignored and the union as one container workers struggle to seize the OSH issue and makes the OSH issue as one of the progressive issues that drive improvement and protection of workers in the workplace. OSH fight for not only separated only the conditions in the factories, the industrial production chain currently has touched the public that no longer recognize boundaries or boundary wall of the factory areas. As a very massive capital flows into Indonesia, it is coupled with a potential threat to the safety and health are not only workers but also society in general. As an example, the case of mining limestone and marble that occur in Padalarang-Citatah, conducted without regard OSH management system in the industry have an impact on high air pollution can threaten the health of local people. Likewise, the impact of the electronics industry, many factories in many hazardous substances that threaten the use of workers and community residents as they are involved in the production of electronic components assembly.
The weaknes of goverment cintrolling of OSH legal policy in Indonesia still be one source of the problem, OSH Law is currently old products in 1970, that are no longer in tune with the spirit of the age that is increasingly complex and requires a rigid thing. Coincides with the number of ingredients categorized as B3 (poison and hazardous materials) that are involved in the production process. B3 of ingredients is what can be a source of disease for both the workers and the communities that use them.
Currently, LION continue to move both sectoral and region based. Some progress has been achieved locally worthy watch for sustainability and expand the involvement of other parties that to push and strengthen the movement. On the other hand, thrust the OSH issue which is no longer limited sphere, the factory began to develop and cross-sectoral or simply belong to labor alone.
To Challenging the Government
Currently, the existence of unions and NGOs that work with LION already experienced many advances in the fight for the OSH improvment, but on the other hand as an institution, the LION network has limitations resource. Occupational disease not previously present in view of the challenging to government data to do the same. To this day, there is no official data from the government regarding the data of victims of occupational diseases, and currently LION with the data network has identified the victim to make a challenge for the government. The process of diagnosis is an obstacle has been the starting point that could be the entry point for the process of advocacy on OSH issues slowly penetrated by challenging the government’s data version, that till now there is no data concerning occupational disease.
The OSH issues formerly very strange, now start arises to the public. Maybe it felt slow when compared with many victims who keeps falling and development case appeared. Parties concerned in the fight for OSH Rights in indonesia still need an escort and monitoring in its movement uniting with each other.
Therefore, in cooperation with the AMRC-LION initiative to conduct meetings involving multiple stakeholders that have been involved together in the fight for OSH rights at the local level. Expectations from this meeting can be arranged the formulation of struggle and awakening senses of belonging among network agencies in fight for OSH rights
Purpose of meeting
- To build a sense of belonging to a network that has been on the rise and by conducting focus issue in each network member.
- Consolidate and strengthen coordination among the respective network agencies to complement the empty space inside to make efforts initiative.
- Accelerating toward the OSH advocacy issues in Indonesia with focus on expanded network and division are based on sectoral or region based to facilitate the movement of struggle.

Activities Implementations
Activities held over for two days, running smoothly without a hitch. The activities that take place in the Atlantic Hotel Salemba, Jakarta was attended by approximately 40 participants. Participants of the workshop were representatives from a wide range of institutions, both Unions and NGO, who have concern on the OSH issues development in Indonesia.
The meeting itself is a routine meeting held by Indonesia OSH network. Previous meetings took place in Bandung in February 2012. The main discussion at the meeting this time, in addition to follow up the issues that occur in each region and sector, will also be carried out with a discussion of work plan that might be carried out by the institutions in the Indonesia OSH network. It is based on the evaluation of previous meetings, which proved less effective, because after the meeting ended, there was no joint tasks that could be done as a form of follow-up of the results of the meeting.
Then this workshop is split up into two major themes, first Update of conditions in each region and sector, while the second is to formulate the Strategic planning that can be done by the institutions of the network after the meeting ended.

Omana (AMRC) |
Omana as representative of AMRC (Asian Monitor Resource Center) Asia OSH network organization, also participated to opened this activity, by exposing the update from OSH condition in Asia. She give explanation about fire accidents in Pakistan two months ago, and inflicting casualties as many as 300 people, a case such as this, is almost the same with Genesis 20 years ago.
Omana was also reviewed the OSH condition in several other countries in Asia, including Indonesia. OSH conditions in Asia is still very poor, and this need takes great care from various parties.

Two months ago in September 27th, there had been an explosion accident in Serang and caused 3 deaths. The explanation of government policies including the act about the OSH condition in Indonesia. OSH challanges in Indonesia are :
– Make the OSH issue as one of the main program in union. – Pushing the OSH issue in the PKB (Joint Work Agreement). – The presence of advocacy about OSH policy. 2. How to bridge the OSH issue inside the factory, with society social issues outside the factory.

Iip open this session to dig deeper into the other workshop participants about the OSH conditions taht they encounter in the field. How the conditions of labour today when compared with the implementation of OSH system in place they are working.
There are many ways to fight for worker’s welfare especially OSH problems, such as using the sertfication system like ISO, or use a COC or organizing the OSH victims. |
Share and Discussion | At this session the participants of the workshop discussed about how to make the OSH issue to be issues that improve the welfare of workers. And it could be an issue that represents the spirit of struggle in unions. participation in this session representatives from States more actively in discussing this issue.

Workplan Simulation | In this session, workshop participants were divided into three groups, each of which was given the task of conducting the discussion, what are things that can be done to address the OSH problems in Indonesia.
These groups discuss the OSH problems in Indonesia, OSH Advocacy in Indonesia, and Media to OSH issue in Indonesia. Then at the end of the meeting Darisman proposed to hold the meeting with OSH victims in Indonesia. This proposal was well received by all workshop participants. |

Invite workshop participants to participate on monitoring the OSH condition, by collecting data of victims and types of production materials, to conduct a reinforcement of the data.

Share and Discussion | The second day of the workshop participants exchanged ideas and provide input towards the things that may be carried out jointly by the network, in strengthening the OSH issue in Indonesia. A given input in a realistic aim that might can be done together, among the Unions and NGO which already concern on OSH issues in Indonesia.

Results | Workshop participants agreed to conduct a survey among the employees to know the OSH condition from the workers. Required to implement this task division between workshop participants, so that the survey was intended as a reinforcement of the data can take place.
· Who involved on this survey : Unions : Do a survey of the OSH condition to their members at each factory. Unions that are willing to do this survey are : – SBPI = Medan – SPN = Cimahi – FSPK= Karawang – KBS = Sukabumi – SPMI = Batam – GSBI = Jakarta dan Bekasi
NGO : Preparing a survey and do the analysis from survey result from the unions. – LIPS : from Labour Information and literation – WALHI : from environmental and public issues – LION : from OSH issues – TURC : from Law issues
Victims: This Survey focused on knowing the OSH condition and its victims in their respective factories, regions and sectors in 2 years back.
· When it be done : This Survey will be conducted in early 2013, and its preparation starts from December 2012. This survey is expected to be completed and analyzed in mid-2013. |
